Research On Meteorological Support For Fishing Boats In Stormy Waves Of Chinese Offshore

The number of fishing boats is increasing as the development of marine fisheries.But fishing boats accidents in stormy waves take place frequently. Because fishing boats have smaller tonnage and less ability for weatherliness as well as fishermen working. If the targeted meteorological support services are offered variously to fishermen, the fishing boats accidents will decrease in stormy waves for protecting fishermen.This thesis used the "Chinese Fishing Vessel Safety Analysis Report (1999-2003) on the fishing boats accident statistics. According to the survey for offshore fishing boats accident and the data statistics, the influence of stormy waves on fishing boats and meteorological support services were analyzed, which pointed that storm and wave had made a great impact on fishing boats safety, the meteorological support services had serious deficiencies in stormy waves for fishermen. In this thesis, fishing boats hurricane accidents in recent year were studied by the information and figure analysis. The results showed that fishing boats hurricane accidents occured easily about the sort, tonnage, season, time periods and sea.Studies have shown that stormy waves is the main reason causing the fishing boats in a marine accident. Wooden boat disaster accident is about1.5times of steel vessel. Hurricane accident occurred mostly at anchor. Hurricane accident occurred mostly at night. More hurricane accidents occurred in April, May, November and December in Yellow Sea and Bohai Sea area every year. in East Sea, the number of hurricane accidents is the largest in August each year. Hurricane accident occurred in the harbor and near the port more than the other sea. Wooden fishing boat over10years old was the highest rate of accident.Finally, according to the sort of fishing boat accident, type of ship, tonnage, age, danger period, season, danger waters, communication, meteorological support, etc. The suggestion was proposed. We must focused on some elements. Namely,(1) wind and wave.(2) the main engine power between45KW and146KW, more than lOyears old wooden fishing boat.(3) season:April, May, November and December in Yellow Sea and Bohai Sea area; August in East Sea.time:22:00～24:00.(4)Sea area:harbor and near the portThis study provide a scientific basis for the safety management of fishing boats and meteorological support research for fishing boats. The result supply decision-making consult about meteorological support services for the industry competent authorities.
