With the rapid development of Marine fishery, fishing boats accident loss remains high. Half more full loss accidents are caused by wind, which always result in serious casualties and property losses. Relevant government agencies and meteorological departments have carried out domestic maritime meteorological services, include the weather forecast service for fishery. These services are not only providing a reference for fishery administrative department in command to avoid accidents and loss, but also making great contribution to save fishermen’s lives and properties.Current fishery meteorological service and related research, however, are more focus on the weather forecast information, forecast method, or forecast accuracy, etc. Difference of Fishing boat type, deficient communication method, slow response of fishing boat are not taken into consideration. Thus related forecast products are similar to the traditional forecast, lacking of pertinence and professionalism, refinement, and poor in function.In this paper, aiming at the shortcomings of the existing fishery meteorological support, have done the following work:(1) study types of fishing boat, setting up the risk assessment model of fishing vessel based on Fuzzy Evaluation method for the Bohai Sea and Huanghai Sea, through data investigation and access to relevant information through the literature, and the expert questionnaire. (2) Design related area meteorological early warning and safety assessment system. System will provide a visual display of hydrologic meteorological conditions in 72h, such as wind, waves and currents through numerical weather prediction from professional meteorological departments; Then it will carry out risk assessment in real time for each type by assessment model and give risk early warning according to the results; Simulating and assessing the given evacuate plans, and offer preferred result according to specific type of boat. (3) Functional testing experiments, to analysis of the timeliness and security, then summarizes the deficiencies and room of improve.This topic will help meteorological department provide targeted professional weather service more timely. Combining Huanghai Sea and Bohai Sea Marine Meteorological Platform will provide a real-time, dynamic with intuitive graphical early warning and risk assessment interface. Facilitating related departments execute a quick decision-making of fishery risk avoiding, saving people’s life and property in fishery.
