Vessels will face various risks when sailing in the sea, such as a collision, running on a rock, contact damage, grounding, damaging caused by waves, fire and explosion etc. The ratio of the ship fire accidents is not high, but it is easy to cause total loss of the vessels. At the same time, the accidents are difficult to get timely and comprehensive rescue as the special occurrence, causing great damage. To cut down the loss of fire accidents, we can do something from reducing the probability of the fire accidents and reducing the loss caused after the accidents. Therefore, the thesis researches on the resource allocation in the protection, immunity and rescue systematically, determines a reasonable emergency supplies level. This is of great significance for reducing the loss.The thesis researches the emergency supplies allocation of vessels fire accidents. With the objective of maximum time benefits and minimum losses, following the principles such as rapid response, combining prevention and rescue, optimization allocation, the thesis determines the allocation level before the accidents using the control theory. Firstly, the thesis gives the structure of the safety and emergency supplies system. There are three parts in the system:protection, self-immunity and recue, then the thesis analyses the structure and the function of the system. Secondly, according to the control theory, these parts have mutual connections, they are in a sequence of time. At the same time, the immunity has feedback to the protection, the rescue has feedbacks to the protection and the immunity, thus influencing the supplies allocation of every part. Through the analysis, the thesis modeled with the objective of minimum losses, and considers the model is the best when the marginal contribution of every part’s allocation to the threshold. Lastly, an example is given to prove the method used is right. Supposing the functional relations and the relevant parameters are known, through the calculation of MATLAB simulation, the thesis got every ratio of the system. Therefore, the emergency supplies allocation of the vessels fire accidents is determined.
