The spate of water emergencies not only cause huge losses to the economy, but also bring great damage to the environment. The national has increase the investment in water emergency reserve. In the future, there will be a batch of water emergency supplies repertories be constructed. The scientific and reasonable planning of water emergency supplies reserves work, decrease the cost of emergency supplies reserves and deal with all kinds of water emergencies effectively become important issues to be solved. This paper studies the location-allocation problem of water emergency supplies reserve. The study contains the location-allocation of water emergency supplies repertories, location-allocation of water emergency supplies repertories under the joint of government and interprises, the integration of location of water emergency supplies repertories and the configutation of salvage vessels.(1)Considering the effect of water natural conditions, it integrates the location of repertories and the allocation of water emergency supplies. It proposes the location-allocation optimization model of water emergency supplies repertories and designs a genetic algorithm. The numerical example results indicate that the location-allocation model and the algorithm are feasible. Considering the uncertainty of the demand of emergency supplies, it proposes the location-allocation optimization model of water emergency supplies repertories under triangular fuzzy demand and designs a genetic algorithm. The numerical example results indicate that the location-allocation model and the algorithm are feasible.(2)It studies the mechanism of cooperation between government and enterprises in emergency supplies reserve. First it analysis the game between the alliance participants and propose the revenue model of the alliance. It uses the shapley value to solve the revenue distribution problem in the alliance and analysis the stability of the alliance. It studies the location problem of maritime emergency supplies repertories under the joint of government and enterprises and proposes the bi-level optimization location model. The first level model solves the location-allocation problem of maritime emergency supplies repertories and the second level model solves the cooperation game. In view of the model, it designs a Genetic-greedy heuristic algorithm. The numerical example results indicate that the joint of government and enterprises can reduces the total cost, the cooperation enterprises can benefit from the alliance and the alliances are stable, so the model and the algorithm are feasible.(3)It proposes a discrete nonlinear integer-programming model, which integrates the location, allocation and the configuration problem. It designs a hybrid heuristic algorithm and a genetic algorithm. The test results show that the hybrid heuristic algorithm is more efficient than the genetic algorithm, the sensitivity analysis studies the influence of some parameters to the final solution and the Uncertainty-Sensitivity justification tool is used to evaluate the assumptions. So the model and the algorithm are feasible.
