In recent years, with the rising of urban motor vehicle ownership, the contradiction between the rapid growth of motor vehicle ownership and the relatively backward urban traffic facilities increasingly highlights. The contradiction has caused many results, such as traffic congestion, environmental pollution, resources waste, and so on. And these results become a problem for the further development of the large and medium-sized cities. As an important part of urban passenger transport, taxi can provide convenience for city residents to travel. At the same time, it also has high empty rate, high road resources occupancy rate, low level of service quality, and many other problems, which bring a lot of pressure to the traffic. The vulgar management mode of "Sweeping the road for the guest whisking called car" is the root cause of the high taxi empty rate in many cities at home and abroad.Based on the analysis of Taxi industry development present situation and the related research results at home and abroad, this paper puts forward a new Taxi operation service model based on Taxi stands to solve the problems caused by the road behind service model. And the new model is called the Urban Taxi OTS model. Through the establishment of the taxi stands, we should change the road behind model of "sweep the road, find else called car taxi", form the new pattern of "waiting and carrying at the fixed-point". Taxi stand is a carrier and an important part of the OTS model. Its design planning plays a vital role throughout the construction process of model. Draw lessons from domestic and foreign advanced ideas to taxi stands, this paper creatively proposed the taxi stands planning method based on the second division. The method starts from macro traffic of the goal city. By using the relationship between the Taxi’s and the empty rate, the historical traffic and the number of parking space, site coverage and the city category, it solves two big problems at the same time. The allocation of taxi parking space and the determination of the taxi stands number lay a solid foundation for the construction of collaborative Urban Taxi OTS information system based on vehicle networking. In addition, the article also analyses other factors, which affect the taxi stands planning. Finally, after the user demand analysis, by using the advanced technology such as GPS electronic fence, GIS and LBS, the article sets up an Urban Taxi OTS information system, which includes multiple functions such as passenger information service, taxi stops intelligent scheduling, and so on.Based on vehicle networking collaborative Urban Taxi OTS new model and information system can effectively reduce the rate of taxi empty, ease traffic congestion, reduce energy consumption, reduce air pollution. It has certain theory value and practical significance.
