Due to the incredible expansion of enrolment of higher education in China, more and more universities are facing increasing enrollment, accompanying with shortage of teachers and university logistics facilities. Based on such background, one of the biggest problems faced by universities is how to raise funds for the logistics facilities, which are required to meet the needs of teachers, students and development of universities. Many universities are exploring a new way to finance for construction of logistics facilities, in order to ease the difficulty caused by the enrollment expansion of higher education. BOT is a new way of financing. Using this method to construct the logistics facilities in universities can solve the financing problem to a certain extent, at the same time, broadening the financing method in universities, and reduce burden of universities. Meanwhile, introducing external capital is an efficient way to improve the management level of logistics facilities in universities. Although BOT financing method, solving the problem of raising external capital and broadening the space of development, university still lacks experience in operating complete systems. What’s more, during the negotiations, investors can not define how to make a reasonable price on the logistics infrastructure projects very clearly. Based on what we have discussed above, this essay will discuss the pricing of the logistical facilities on BOT project, in order to find a meaningful pricing method for universities for BOT project under the guidance of government.With the analysis of the project containing multi-stakeholder, the characteristics of the university logistic facilities, risk-oriented, and to explore the relationship between risk and project pricing, and the development of rational pricing model, combined with the specific case of the projects, will be analyzed in depth.Firstly, this paper is based on the theory of BOT project financing risk management, determine the objective existence of risks in BOT project, clearify the reason of the risk and understand what kind of consequences does the risk do on the project goals. After that, to identify the risk factors which were analyzed before, using the risk evaluation method for project risk factors, analysing and assessing risk factors in an all-round comprehensive way. Then determine the overall risk levels of project’s.Secondly, when choosing the proper pricing method, this paper has compared the five mainstream methods, such as game theory, net present value method, differential benefit method, target-return pricing method, and cost of the algorithm method. Through consideration the features of the logistics infrastructure BOT project in universities in an comprehensive way, this paper has designed the suitable pricing model for logistics infrastructure BOT project in universities.Therefore, the final pricing model for logistics infrastructure BOT project in universities has been formed by asset pricing model, investment recovery coefficient model and cost of the algorithm. The basic idea for such models are to build the capital asset price model which can be used to confirm the expected return on investment. In addition, make the expected return on investment as the discount rate, then apply it to investment recovery coefficient model to calculate the amount of investment which should be recycled every year. After that, express the project price by using the investment recovery coefficient model. On the basis of widely collecting relevant data, this paper has made an empirical research on one university in Sichuan province. Compare the actual price with the price calculated by using the pricing model built in this paper, we can find there is a little difference between the two price data. So it can be proved that the model is feasible and scientific.In terms of theoretical significance, the pricing method of logistics facilities in universities in BOT way offers us a reference. In practical terms, there is no reasonable and scientific way of making decision when universities with other stakeholders are in the operation of BOT projects. Therefore, no matter universities or other stakeholders will benefit from the pricing model of logistics facilities in universities for BOT project.
