Research On The Formation Mechanism Of Electricity Price Under The New Reformation Background Of Electric Power System

China now is in the process of a new round reform on electric power system.Through the first reformation in 2002,the separation of power plants and grid has been basically completed,and the preliminary competition situation of many generation companies has been formed.However,the matched bidding formation mechanism of on-grid price and the matched independent formation mechanism of transmission and distribution price haven't been established,which hinders the deepening of the reform.The electricity price system can be divided into on-grid price,transmission and distribution price and sales price.In a market-oriented electric power system,the on-grid price and sales price are decided by the market,and the transmission and distribution price is formulated by the government.The dissertation firstly analyses the formation mechanism of electricity price in China and some foreign typical power markets.Then based on fairness,an improved apportionment method of transmission and distribution cost and an apportionment method in generation side are proposed.The main research contents are as follows:Firstly,the dissertation studies the formation mechanism of electricity price in China and some foreign typical power markets,their distinctions and connections are analysed,and some suggestions on the development of Chinese price formation mechanism are proposed.Secondly,the improved apportionment method of transmission and distribution cost based on fairness is studied.In view of the power backflow phenomenon caused by the fact that more and more new energy power connects to the provincial transmission and distribution grid,an improved peak-load pricing method in various voltage levels is proposed,the method can make the apportioned cost on users more fit their actual usage degree of the power grid.Then the allocation method of grid expansion cost is studied,the dissertation proposes to share the expansion cost based on the contribution of the new load in each voltage level to the peak-load increment of system,which makes the apportionment result more equitable.Thirdly,the allocation of the transmission and distribution cost in generation side is studied.For improving the equity of the on-grid bidding market,the power plants are need to share some transmission and distribution costs.The pricing in generation side should have enough discrimination,so an apportionment method based on the power flow tracking method is proposed.The method can make the competition among generation companies fairer and provide economic signals for the investment in power.
