The most infrastructure and complements are the local municipal engineering, their building level can embody the degree of the development of the local economy and society. With the enhancing of the national living level, the public proposed the more and more requirements of the local infrastructure and the living environment.As the basic factor of the cities development, the municipal engineerings are paid more and more attention to by the public.The municipal engineering have some features:such as they are public goods; their beneficial results are obtained in the later period of the using; the goal is high. But many owner of the municipal engineering do not pay attention to the management of the projects.This dissertation analyse the current situation and the problems of the spot supervision of the municipal engineering based on the statement of the conception of the municipal engineering system. Moreover,it construct the system of the owner’s spot supervision.And this dissertation analyse deeply the organization management, contract management, material management, technique management, schedule management, quality management, safety management and coordination management.In the end,it gives the systemic method how to realize the spot supervision of the municipal engineering.This dissertaion is on the feet of the owner of the municipal engineering, proposed the owner how to practice the system of the spot supervision.It also gives the example of the MianYang city.According to this dissertation, the owner of the municipal engineering are required to grasp the key points of the constructure and to form the scientific management system.
