Though the theory study of the urban road congestion charging policy is very deep and there is no difficulty in the technical implementation, the successful cases in traffic management were much few. A major cause of failure is that the public does not support it, so the public attitude has become an important research branch of congestion charging. Due to the empirical research in the field is also less, this article taked the empirical method to study for the public attitude of the urban road congestion charging policy.Based on the summarization of a large number of research literature at home and abroad, and the comparation about the successful experience of the existing foreign case, this article proposed the assumption of the factors and the mechanism which impacted the public attitude the urban road congestion charging policy. Based on the hypothesis, this article chosed hangzhou as a typicle fisrt level city of China which has the condition to execute the policy, using the questionnaire to investigate the samples’s attitude toward the policy. On the basis of the survey, this article completed the statistics analysis using the theory of cross analysis, nonparametric methods, and Logit logarithmic linear model analysis.Thus this article obtained the significant and key impact factors in the process that the charging policy and the public attitude influenced each other, and analyzed the mechanism of mutual influence.This article found14significant and key impact factors influencing the public attitude of the charge policy. Finally, this aticle put forward five aspects to improve the key factors, in order to formulate and implemente the urban road congestion charging policy accurately and smoothly.
