The ocean not only contains a large number of marine recourses, but also brings a lot of traffic convenience around the world. But in recent years, with the rapid development of waterway transportation and fishery, accident has attracted extensive attention of the whole society. Water accidents will bring harm to people, property and the Marine environment, so it is important to improve the accident rescue system to deal with the happening of the emergencies. Emergency supplies reserves is the foundation of security emergency rescue effectively, and it is also an important link of emergency management system. Reasonable emergency supplies reserves can not only meet the needs of the large amount of resources, in order to control the damage scope of the emergency and reduce the probability of the secondary damage, but also use the funds in a reasonable way and reduce the loss of goods caused by improper reserves. Therefore, it is significant to determine the reserves of the emergency supplies, in order to narrow the influence range of emergency, protect people life and property safety and protect the ecological environment.This paper first reviews the status of research on emergency management and emergency resources allocation, introduces the conception, classification, characteristics and types of marine perils and emergency supplies, and introduces the configuration mode of emergency supplies. Then, considering the loss which is brought by the lack of emergency resources or the too much reserves from the prospective of emergency supplies demand. Using the information entropy theory, build a configuration model which is based on the objective function of minimizing the sum of inventory cost and shortage cost of emergency supplies, in order to determine the regional overall configuration level. Third, introducing the theory of adaptive, and adjusting the reserves of emergency supplies bases on the adaptive theory. Then, using the stochastic demand inventory model to study the amounts of government’s physical reserves, and then to find the safety stock level and the economic order quantity. Finally the article uses a numerical example to validate the model.
