With the rapid growth of world marine economy, the risk of marine perils is increasing. Casualties, property damage and pollution of the environment caused by the marine perils have caused widespread concern around the world. Yet, the characteristics of marine perils and the complexity of rescue environment put forward a higher requirement for the effective rescue. Especially for marine major perils, the rescue time is limited, the material reserves of emergency response base are inadequate and the capacity of salvage ships is limited, too. Under the uncertain rescue environment and multiple constraints such as time, materials and capacity, how to schedule the rescue resources timely and reliably is the key issue addressed by this paper.In the first part of this paper, the characteristics of marine perils, grading response procedure and the security of rescue resources are described, and thus innovatively constructs a multi-layer collaborative scheduling network comprising of the accident layer, water motorized rescue layer, collecting layer and land supply layer. The second part is a systematic analysis of the problem of scheduling rescue resources. Especially, from the aspects of demand characteristics, rescue environment, resources supply and ship capacity, the influencing factors are analyzed in detail, and this is the fundamental to the modeling analysis of the following chapter. There are some problems in maritime rescue that the material reserves of the emergency response bases cannot meet the demand of rescuing and the transport capacity cannot meet the demand of rescuing materials transported to where the accident occurred for one time in given period. Therefore, in the third part, taking into account that there are priorities in the scheduling of multiple rescuing materials, a two-stage dynamic collaborative scheduling model is developed with the first stage for the deployment of rescuing materials from emergency response bases to where the accident occurred to minimize the response time and the second stage for the dynamic material supply from the land supply depots to minimize the transportation costs. Then, on this basis, drawing maritime rescue Goal Seek theory, a dynamic scheduling optimization method of rescuing materials for marine drift target is proposed. Finally, the algorithm is given and the solvability of the model is illustrated on a simulation experiment.
