In recent years, kinds of emergencies occur frequently, especially in large, crowdedvenues, threatening people’s lives and property. With the rapid upgrading of China’seconomic development and international influence, more and more large activities andcompetitions held in China, which put forward new requirements for our security work.Bus is a major tool of urban transport in China with high universality. When emergencyevents happened,it is a important problem to urban emergency bus management thatHow to reduce emergency response time through effective utilization and reasonablescheduling bus resources.This Paper has mainly researched on bus schedulingoptimization methods when considering the operating buses in emergency rescue oflarge venues.First of all, based on the previous research of emergency bus scheduling methods,this paper points out that lack of rescue bus resources and the long distance between thevenues and bus parking lot are the main factors to affect the emergency rescueefficiency. Consider using the operating bus as a rescue bus that can be scheduled willeffectively resolve these two problems.Secondly, the paper expatiates the emergency rescue bus scheduling consideringoperating buses of large venues problem in detail. Then, some basic theories such aslinear programming, integer programming, transportation problems are analyzed; andthe GPS-based operating bus positioning, velocity measurement and passengerinformation acquisition methods are also given.Thirdly, based on using the topological structure to abstract this study, the paperestablishes mathematical model In three different conditions: only consider the rescuebuses in the bus parking lot; only consider the operating buses; comprehensiveconsideration of the buses form parking lot and operating buses. In addition, based onpredigesting mathematical model, the efficiency algorithm of emergency rescue busscheduling considering operating buses is given in this study.At last, take the Harbin International Convention and Exhibition Center as anexample, the simulation is solved by programming with LINGO and the results showthe validity of algorithm. Through the comparative analysis of three model calculations,showing that integrated use of operating buses and the buses in the parking lot as rescuebuses, will shorten the rescue emptied time, faster to meet the evacuation demands,relieve congestion of evacuees in the rescue point and improve the overall efficiency ofthe emergency evacuation.
