The booming of marine economy in recent years brings about abundant ocean resources and tremendous material well-being, but also induces frequent marine perils with severe environmental disruption, casualties and economic loss against coastal countries and regions. This paper focuses on the scheduling of urgent relief, in purpose of quick response to relief demand, effective control of the damage caused, and theoretical proof for decision-making on scheduling.In the first part of this paper, the theory and approach that concerned with the relief supplies for marine perils, including the drifting model of search and rescue theory, the approach of forecast for relief demands, and the literature of relief scheduling and dispatch, are reviewed previously. And then, concepts and characteristics related are introduced, covering the definition, characteristic and classification of marine perils, as well as the demand characteristics of rescue for various marine perils. This chapter is the foundation of the in-depth study on demand analysis and scheduling problem that followed up. In case of attending to one thing and losing another when derivative or secondary accident occurs, the potential relief demand is also taken into considered and the safety stock theory is applied. In the chapter4, common models of transportation are introduced respectively after summary, which lays the root for the follow-up mathematical modeling. In fact, the problem is a hybrid that integrates the supply problem and the distribution problem. So, the original problem is separated into two relatively simple ones to facilitate the solution. In addition, vehicles are also treated as commodities. In chapter5, the feasibility of the mathematical model is tested through parameter setting that without loss of generality. Critical factors of relief scheduling are analyzed by means of adjusting the values of parameters.
