At present," low-carbon and ecological" has become a hot topic discussed at home and abroad, as planners we should pay more attention to how can this concept work in urban planning.From the perspective of reducing carbon sources and increase carbon sinks, urban planning should focus on land use, road traffic, green land system and planning and layout of building groups, to promote achieving low carbon eco-city construction goals.And with the socio-economic development and accelerating urbanization, especially the construction of the Beijing-Shanghai high speed railway, western railway station district in Jinan has become a hotspot of foreign investment and construction. If related issues are paid attention to at the beginning of construction, it will be greatly conducive to low carbon eco-development.This article is in the backgroud of low-carbon eco-city construction, reviews new central district planning in the perspective of low carbon and ecological. Making low carbon and ecological idea into the planning and construction of new centeral area, and putting forward evaluation criteria from land use, road traffic, green land system and planning and layout of building groups. Taking western railway station district in Jinan for instance, this paper analyses problems in plannings, identifies causes of the problems, and makes optimization recommendations, to provide a reference for constructions of West Railway Station District and other new centeral areas.Main research contents read as follows:Firstly, on the basis of defining the concepts and relevant reviews, the paper makes new centearal area evaluation criteria from land use, road traffic, green land system and planning and layout of building groups.Secondly, the essay analyses main problems existing in planning of west railway station district central area. Main problems of land use:Block level reflects in that layout is not a good combination with rail transport, commercial distribution does not meet residents’walking distance, and layout of primary and secondary schools does not meet the service radius. Neighborhood level reflects in neighborhood size is too big, and neighborhood mix feature is not configured. Main issues in road traffic: public traffic leading status is not focused, slow system is inadequate, and control of motor vehicle parking facilities is poor. Main issues of the green land system:lack of total amount of green land and scale, ecological benefits of green land system layout is difficult to bring into full play. Main problems of building groups planning and layout:Building orientation doesn’t adequately consider impact of solar radiation, architecture combinations don’t adequately consider impact of the dominant wind direction.Thirdly, the paper analyses causes of planning problems of western railway station district central area. First of all, government departments’acceptance of low carbon and ecological values is not enough, followed by planning control methods remain to be improved, and finally, lack of policy support.Finally, make optimization recommendations. Land use aspect:In blocks level, mixed-land use development should be along main bus corridors, and public service facilities layout should be reasonable, in neighborhood level, neighborhood scale should be small, and mixed function configuration should be reasonable; Road traffic aspect, leading status of buses should be strengthened by strengthening bus axis supply and increasing bus line network density. Building perfect slow traffic system by strengthening the continuity of the transport system, improving bicycle transportation system and create good slow traffic system environment.Construction type, Layout and berthing of motor vehicle parking facilities should be reasonable controlled; Green land system aspect:total amount of green space should be increased and green land scale should be ensured, ecological benefits of green land system should be brought into full play by enhancing green land system connectivity and increasing coverage of green land and parks; Building groups planning and layout aspect:building orientation should be improved and combination of building groups should be optimized.
