| Land is the irreplaceable material basis for human survival and development,and its non renewable resource attribute determines that the sustainable use of land becomes the premise guarantee for the sustainable development of economy and society.Since more than 40 years of reform and opening up,China’s national economy has made great strides forward,and its total economic output has reached new heights.It has achieved a historic leap forward development and made great achievements attracting worldwide attention.However,the simple and extensive mode of economic development has led to disorder and even out of control in the development and utilization of natural resources,The ecological environment is deteriorating day by day,the cost of restoration and governance is huge,The balance between economic development and ecological protection has been completely broken.Since the 18th CPC National Congress,The construction of ecological civilization has been elevated to an unprecedented height,and the concept of"clear waters and green mountains are gold and silver mountains"has been deeply rooted in people’s minds,making ecological and environmental protection a new driving force for high-quality economic development.After the 19th CPC National Congress,to further promote the sustainable development and utilization of natural resources,the state has established and supervised the implementation of a territorial spatial planning system.After combining multiple plans into one,it is no longer necessary to draw up,examine and approve a general plan for land use alone,but rather to replace it with a territorial spatial plan.This paper takes Shaoguan City of Guangdong Province as the research object,combined with the natural conditions,economic conditions,land use status and other conditions of Shaoguan City,calculates the ecological footprint and other relevant evaluation indexes of the overall land use plan of Shaoguan City from 2006 to 2018by using the ecological footprint method,and then analyzes the dynamic evolution of the time series,The prediction results show that the per capita ecological footprint and per capita ecological capacity of the planning in the near(2010)and long term(2020)are obtained.The actual land change survey data,the predicted data results and the results calculated according to the plan are analyzed and studied comprehensively,so as to achieve the purpose of comprehensive evaluation of the overall plan for land use in Shaoguan City(2006-2020),Then,it puts forward some scientific suggestions for Shaoguan City to make a new round of land and space planning.Through the research,the conclusions are as follows:(1)Shaoguan City is in an unsustainable state of development.The per capita ecological footprint increased from 2.1516 hm~2/person to 2.8702 hm~2/person from2006 to 2018,showing an increasing trend year by year,while the ecological deficit increased from 1.5820 hm~2/person in 2006 to 2.2363 hm~2/person in 2018,The second is grassland,water area and cultivated land.From the per capita ecological carrying capacity of Shaoguan City,forest land ranks first,followed by cultivated land and construction land,which indicates that the supply and demand of ecological footprint in the study area is unbalanced(2)The ecological benefit obtained after the implementation of the current general land use plan of Shaoguan City is very small.The calculated data show that the actual per capita ecological carrying capacity is 0.6337hm~2/person in 2010,which is expected to increase 0.0663hm~2/person compared with the recent planning(2010)and 0.094hm~2/person compared with the long-term planning(2020).However,the actual per capita ecological footprint in 2010 was 2.5118hm~2/person,which was0.0844hm~2/person higher than the predicted number in the same period,and it was predicted that the per capita ecological footprint in 2020 would reach 2.9215hm~2/person.During the planning period,the per capita ecological footprint does not match the growth rate of ecological carrying capacity,leading to the gradual expansion of ecological deficit,which indicates that the implementation of the planning has a great impact on the environment.(3)Based on the ecological footprint model,this paper evaluates the overall land use planning of Shaoguan City,and puts forward targeted scientific suggestions for the land and space planning of Shaoguan City from the aspects of economy,resources,ecological environment,regional development and so on,and provides new ideas for the new round of planning.There are 11 figures,17 tables and 61 references in this paper. |
