With the improvement of economic level in our country and the speeding up of urbanization process, public building construction area is growing and the "public building energy consumption" is becoming a social sensitive topic, so the "public building energy conservation" is turning into a new task and social responsibility. According to the statistics, the total area of the organ office buildings and large public buildings, is less than4%of the town building’s in our country, but the energy consumption of the organ office buildings and large public buildings account for about22%of the total power consumption of town in the nation. Therefore the public building energy conservation is imperative.The total energy consumption of public buildings is mainly composed of electrical equipment energy consumption and terminal user energy consumption. Under the guidance of national energy conservation policy, many buildings have their own electrical equipment and energy saving optimization, but because of the unreasonable use and waste of terminal user, it makes the building’s electrical equipments are always in the running state and un-effectively reduce themselves energy consumption, and it leads to the terminal user’s energy consumption increasing greatly. To reduce energy consumption of terminal electrical equipment, this topic put forward concept of "behavior energy-conserving". The "behavior energy-conserving" is building on the premise that guarantee the quality of indoor environmental comfort, and using the energy-saving control integration, such as sensors, network control technology and so on, to make reasonable energy saving control strategy of electrical equipment. It avoids unreasonable behavior energy of terminal electrical equipment in public buildings, and in order to achieve the purpose of saving energy and redueing consumption.This paper comprehensively analyzes the overall design train of thought on the energy-saving measurement and eontrol integrated system of the public buildings’electrical equipments. This system uses the parameters that are monitored by the sensors in real time, such as indoor temperature、human body and so on, to control the action of Central air-conditioning’s fan coil and water valve, lighting and other electrical equipment. At the same time, the system monitors the energy consumption of electrical equipment, and real-time acquisition of indoor in real time, and uploads the parameters of indoor environment and the information of electrical equipment to building management PC.This article adopts DS18B20to gather the indoor temperature, uses the static human body monitoring sensors to gather the indoor personnel in real time, and employs metering outlet which has the function of transporting the data to monitor the power consumption of electrical equipment. Behavior energy-saving room controller, which is with RS485and CAN bus communication, is given priority to with STM32F103RBT6chip. It can collect real-time parameters such as indoor temperature, and the staff in the presence of room, and real-time control the electric equipment according to the energy-saving control strategy. This article studies the behavior energy-saving controller with two aspects of hardware circuit design and software debugging.This paper mainly analyzes the energy-saving eontrol strategy of part of terminal electrical equipment in public building, which mainly includes the energy-saving control strategy of the central air-conditioning fan coil and inlet valve, lighting fitting and office equipment socket, ete.
