In the six aspects of the smart grid,"Smart power" can promote energy conservation by optimizing the user electricity on the electricity side and is directly related to energy efficiency and economic operation of the grid. Moreover, it is the basis of smart grid and is the main way to experience smart grid construction achievements. Also it is the focal point and goal of building a strong and smart grid, for the community, customer-oriented and has a very important role in the building of strong and smart grid.Collection of end-user electricity is an important content in the construction of smart power, The energy information collection is the basis of the collection, processing and real-time monitoring of the electricity information, Is the important support for smart power, Is an important part of smart grid construction. Smart electricity needs to achieve full coverage of the master, the communication channel, acquisition equipment, full acquisition and full control. This presented a huge challenge to the energy information collection.During the recent years, along with the impetus of The energy information collection, the scope of the system is growing greater day by day, operation and maintenance are enlarging, the application is deepening, and the workload for operation and maintenance is very large, then the contradiction between the requirement of operation&maintenance changing at any time and the outmoded work mode come out, the entire operation&maintenance efficiency and quality need to be developed. Actually, the operation&maintenance work already become very critical for quality and efficiency. The main problems always act as:slow breakdown finding and locating difficulty; shortage of foreseeing and initiative; emphasis of technical quality, ignoring of index; shortage of process standardization, fallen behind; low knowledge accumulation and low efficiency.According to the main problems existing in the energy information collection operation&maintenance work, the text proposes a proactive monitoring and closed -loop operation&maintenance framework, The purpose is to build a proactive monitoring and closed-loop operation&maintenance system to provide key technical support,The framework consists of three sub-framework, including information perception framework,business alarm with online diagnostic framework and closed-loop operation&maintenance framework. The framework is based on the OSGI frame, surrounding supplied by OSGI frame, making use of expert database, process driving, knowledge database and case database, data mining and multi-dimensional analysis technology and other key technologies.Based on the study of the framework, Emphasis is studied in the process of building framework how to solve the acquisition of real-time information processing, how to reduce the effect of the acquisition work, and How to improve the efficiency of operation and maintenance, timely and accurate early warning and other issues. Proactive monitoring mechanism based on complex event processing and rapid positioning technology based on the failure of the expert database. The text Technical research in theory to the above questions. And key technologies of system indexes were tested in the end, From the application point of view that the system can effectively promote the business operation and maintenance efficiency,quality and management level to enhance.
