The fundamental data of city traffic is the important fundamental part to establish the intelligent traffic management system. The sufficient and comprehensive traffic data is the brace of ITS to imply traffic management strategy and traffic improve plan. With develop rapidly by wireless communication technology and cell phone technology, the cell phone location technology have potential capacity in the collection traffic data. Its goodness is the low cost of investment and maintains, the large cover and sample size. As by such goodness, the cell phone location technology is hot research point to the field of intelligent traffic data collection technology. This paper is the research of the fundamental technology of collect traffic data technology by handoff.With the research to the factors of wireless communication technology to handoff, propose two different road matching algorithm which is full route and maximum weight. By use of the simulation model, to built wireless communication network and traffic network integration simulation model, and to research the difference of two different road match algorithm handoff data and traffic data is obtained by the integration simulation model. Two different road match algorithms by contrast with match ratio and sample accuracy, and combine with the theory research. Final conclusion is the road matching algorithm of maximum weight is better than the road match algorithm of full route. it can reduce the number of big error sample.
