In the process of urbanization development in our country, traffic congestion has become a common phenomenon, which significantly affects the effective operation of the city, so it has become an important means to ease traffic congestion through the construction of intelligent transportation system to excavate the operating potential of existing transportation infrastructure; in intelligent transportation system, the collection and extraction of traffic data is the primary link and significant guarantee of system reliability.Existing traffic data collection and extraction technologies include traditional loop detection and burgeoning technologies as GPS positioning, video recognition, radar detection, etc., but there are certain limitations for these technologies in to varying degrees. Comparatively speaking, mobile phone positioning technology based on the communication network of mobile operators can make up for the limitations of existing acquisition technology, which possesses advantages such as low investment cost, high user penetration, wide coverage, etc. has become the current hot research area in the field of intelligent transportation, a number of domestic and international institutions and enterprises are actively carrying out relevant theory research and project practice in recent years. However, in practice, due to the influence of sensitive issues such as the business interests of mobile operators, network security and the mobile phone user privacy, it is difficult to get access to a large number of real mobile communication network data to carry out technology research, and lack analysis and understanding of some technical problems, the difficulty of mobile data acquisition become the main obstacle to the development and application of the technology. Therefore, in order to overcome obstacles caused by mobile data acquisition, in recent years, the academic research field has turned to simulation as important means to carry out study, and by advantages of means of simulation, it’s capable of analyzing influence of the technology under the circumstance that some important system parameters are controlled, which helps to fully explore the application effect of mobile phone positioning technology. Overall, most mobile phone positioning simulation research before lack combination with mobile communication characteristic factors, the assumption applied normally greatly deviates from the actual characteristics of mobile communications, which makes the mobile data acquired through simulation largely differ from those from real situation, and stale data do not reveal the real application effect of the technology feasibly.Urban arterial road travel speed sampling effect research which is based on wireless communication simulation is mainly organized on the idea of traffic flow simulation and integrated mobile wireless communication simulation, using Vissim software as a microscopic traffic simulation tool, acquiring vehicle-mounted mobile location trajectory in different traffic conditions, and using the Matlab software as a mobile wireless communication simulation tool, using the vehicle-mounted mobile location trajectory as cohesive import communication simulation module, and simulation modeling according to the real handoff process, communication protocol and handoff control rule, thus truly generate handoff sample data which recorded in the communication network by simulation, and obtain road trip through sampling speed on the basis of the mobile handoff network calibration matching algorithm. By the mean time, this study focused on the influence of different call behaviors on urban arterial road network on handoff speed calculation, road section sample extraction and the road section speed releasing accuracy by adjusting the simulation parameters, such as the call duration, sampling rate of samples, traffic condition, signal delay, etc. This study will be able to offer significant support for verifying the feasibility and application effect of handoff mobile positioning technology for collecting urban arterial road travel speed.
