As the main basis of a railway line, railway crossing is key correlation nodes that through the city and relate to the urban area directly.The safety of the crossing will not only affect the traffic safety bu also the unobstructed of city road and neryby environment.At present, in the city, the railway cossing safety management method is usually to combine on duty with scheduling. The officers on duty act according to the operation instruction execution scheduling. This method is simple and feasible.But for the officers, they are passively accepting the instructions and unable to fully arouse his enthusiasm, and because this part of the practitioners are commonly at low-culture degree and low-business level, it is difficult to rely on themselvs to manage safety system systematicly and carefully.Therefore,it is improtant to establish a sysmatic, perfect evaluation system, from the objective to evaluate the crossing by the statistical methods of reasonable conclusion and perfect safety railway crossings function.To solve these problems, this paper summarizes the safety index system in response to the safety state, and in combination with the relevant railway laws, regulations and rules of the system, and railway administration and city on the crossing the method of management make the specific explains, establish the property security evaluation index system and attribute comprehensive evaluation model. Model including five subsystems:crossing foundation factors, the safety device factors, crossing management factors, safety management measures and other factors, a total of71indexes,basiclly including safety related matters.Based on attribute mathematics theory, we treat every index received scores as the foundation data through the experts to assess. The standard is based on the degree of the actual situation of the crossings and index of the content. The analysis of grading one rail road in Dalian with the method above shows that the evaluation indexes weights will not affect attribute recognition results, thus greatly simplifying calculation process, and can better reflect the safety of railway crossing security, and has instructional significance.
