In the past planning and design of afforestation, there were many problems, such as blurred functions, random selecting tree species and configuration by experience or technical standard, lack of quantitative description to a specific function and verifying. According to the "12-5" that how to build a forest with low water consumption is one of its research, this paper summarizes some research achievements related with water-source forest, such as classifying the trees with low water consuming, the influence of the forest hydrology on stand structure, the experience formula of different tree species’s water consumption, arranging structure of species by nature management at different site conditions. Referencing the technical procedures of water source forests protecting, for example of afforestation at village called Beidianzi in Miyun. Aim for low level of water consumption (the consumption of water during growing season are less than195mm,the35%’s rainfall), taking account of economic and landscape benefits, we finish this afforestaion planning. This paper also summarized a set of calculation method, using canopy density, stand density, and age. We could estimate canopy interception, water absorbed by litter,runoff, and water consumption. Simulation results show the effectiveness of the proposed technique. On the site condition of "low mountain, sunny slope, thin soil, hard soil organic", we should choose comprehensive drought-resisting measures to improve the conditions; we also choose Arborvitae, Quercus variabilis, Chinese pine. Robinia perseudoscacia, and Acer truncatum as major dominant species, and make Cotinus coggygria and Armeniaca sibirica as pertaining species for economic value and landscape. If we plant shrub-sparsely tree mixed forest with the desity of70per mu, we can achieve the goal of water consumption.
