Guangxi is located in semi-tropical area, the north of North Bay. Beaffected of Ocean climate, rainfall changes great, drought frequentoccurrences. The progress of traditional drought Surveillance andevaluation method is complex, and low efficiency. In order to simplify theprocess of drought products, and improve the quality of drought analysismap, a new method needed to apply in drought monitoring and analysisof Guangxi.Used GIS, mathematics, meteorology, management and computerscience and other disciplines in this study, based on comprehensiveanalysis and study area topography and geomorphology, rainfall time andspace distribution, and drought in Guangxi. By Structured and modulardesign of system, to design the function, the database of the monitoringand assessment system of agricultural drought. By comprehensiveanalysis the characteristics of the drought in Guangxi to build thesimulation model of this system. To collect the basic geographic coverageof Guangxi and the GPS coordinate of each meteorological station toestablish geographic database and meteorological stations database, tocollect years of meteorological data to establish meteorological database.This system has been set up in Visual2005by using c#andARCENGINE9.2, Using hierarchical design ideas to establish the monitoring and assessment system of agricultural drought. This studysolved problems as follows, acquisition,management and application ofmulti-source data; establishment of monitoring and monitoring model; establishment and application of system; manufacture of drought productand result output.The drought in Guangxi on March29,2010was monitored by usingthe system, and the actual situation was used to test. The result provedthat the good monitoring effect was obtained.This system had the important significance for drought preventionand control,disaster reduction and relief. This system realized the organiccombination of GIS and professional monitoring, assessment model,provided the flexible interface and visualization expression, and realizedthe monitoring and assessment functions of agricultural drought.
