Land resource is the most basic material that is the survival and development of human society, and the main source of creating other social wealth. With the theory of sustainable development, the rise of sustainable utilization of land resources has become the important support and the core content of human society sustainable development, and one of the important problems of social research. At home and abroad study focused on soil quality improvement and regulation as the core of the soil nutrient resource efficient utilization, relations between soil organic matter improving mechanism and productivity, soil fertility evolution rule and evaluation system and low soil improvement, soil contamination and remediation and reconstruction, etc. On June23,2009, Jiangsu coastal development rose as national strategy, thus the economic development of our country focus on coastal areas again, and Funing,as a coastal area, also ushered in a rare opportunity of development. In order to understand the physico-chemical status of soil, and to adopt rational improvement measures, it will be necessary to survey the soil sources, to combine with its agricultural production, to aim at soil improvement and utilization, and to deal with problems existing in soil improvement.It will be of great significance to study soil utilization and improment macroscopically and microscopically, in the meanwhile it will play an important role in increasing farmers’income and the all-round construction of new socialist countryside.The soil is the carrier of agricultural production, and the foundation of the national economy, Jiangsu province, as a large agricultural county, must conform to the current domestic situation of soil improving, straighten out various relationship of the comprehensive utilization, enhance the comprehensive production of soil, completely promote land productivity and agricultural labor productivity, so as to form the sustainable development, and to lead rural economic development by the good soil. Therefore, through investigation it occurred problems in recent years exsiting in soil utilization and improvement, including top layer shallow, poor soil physical performance, low soil fertility low yield large area and soil nutrient imbalance, uncomplete water system, vulnerable parts of waterlogging stains, heavy soil salt in some areas, etc. In view of the above problems, corresponding countermeasurcs arc put forwardas follows:Straighten out the system, improve the management. coordinate interest relations, eliminate soil obstacle, solve problems among increasing farmers’ income and improving soil organic matter and nutrient status, increase soil comprehensive utilization ability; Strengthen scientific research, improve soil physico-chemical test and application ability, strengthen agro-technical popularization, set leves on land, perfect the farm production responsibility system, take active measures such as deepening agricultural top layer, sun the frozen earth, use fertilizer scientifically, fertilizer soil fertility enhancement in order to improve their soil properties. This paper consists of six parts.
