There are many species of fish in lower reaches of Yangtze River. The bio-diversity in water is various and the peculiar is high; the economical species which can form fishing season are gathering in this section. The reachable economical fish species and fish catch are at the highest level of the whole river. It is an important fishery production area in our country. The efficiency of fishery resources management in lower reaches of Yangtze River will be helpful for fishery resources conservation levels improving. Fishery information of Yangtze River is always in the disperse state for the long time, lacking succession, system and normalization. Seeing that both "fishery administration ability" and "resources information" have the main features of time, space and quality, if multidimensional observation and analysis towards time, space and quality information is brought out, digital information technology is certainly the best technical way. And using GIS to construct "fishery GIS" is the most ideal resolving project.Computer software and hardware developed rapidly and GIS technology application was widening, all of these offered better basic guarantee to the development of this system. This system took Visual Basic as the developing platform and applied MapX control to the secondary development; it used Microsoft Access to construct attribute database and took MapX as the manage tool for space data. It had made the high-effective management and ideal expression to fishery database come true. This system could offer visual multidimensional observation, inquiry, statistics and information analysis to research and management department; Bio-diversity analysis and the body length-weight relationship could do multi-area and multispecies rapid statistics, tabulation and drafting. It could also complete the output and reservation by office software. This system had successfully explored fish boat catching navigation module, which made fishery catching and scientific research orientation in water more accurate. It offered technology platform for comprehensive usage of fishery resources information and the increasing of fishery administration ability. It also provided effective support for sustainable development in fishery resources in lower reaches of Yangtze River. This article is divided into five parts. The first part introduces the definition, structure and function of GIS firstly and also its development and application state in fishery. In the mean time, the background, meaning and purpose of the system development and the research content are also introduced in this part. From the second part to four part it is to make specific introduction about the main functions and applying efficiency of the three large functional modules (Fish Boat Navigation System Module, Resources Statistics Analyzing System Module, Fishery Administration System Module). This article also offers the key codes for every main function completion; at last, this article makes a conclusion according to the practice application state of this system, and brings forward the future research orientation.
