On November27,2009, the China’s Ministry of Agriculture issued security certificates for the production and application of two transgenic rice ("Hua Hui1" and "Bt Shanyou63"), and another transgenic phytase gene corn. This meant a major step forward for our country to the door of the commercialization of genetically modified staple food. Some experts even proposed to allow genetically modified rice on dining tables within3to5years, which naturally caused uproar on the discussion of genetically modified crops. Today, the impact of genetically modified crops has penetrated into all aspects including human health, environmental safety, public awareness and participation, national legislation and policy, independent intellectual property rights and so on.This paper will study the genetically modified crops from five aspects.1) The introduction of transgenic technology of plants and its application in agriculture.2) The development of genetically modified staple food at home and abroad (At present, no country has commercial cultivation of genetically modified staple food, so the paper just tries make clear its development trends by studying development of transgenic crops abroad),and some solutions produced with the help of explaining both supporters and opponents’arguments, and some research done on the social cognition of the transgenic staple food so as to attach importance to the right to know and the right to participate.3) Discussion from different angles of the controversy about the genetically modified crops especially GM staple food.4) The problems existing in the commercialization of genetically modified staple food.5) Research based on the above-mentioned problems on GM staple food and the measures of application.The purpose of this paper is on one hand to get public to know more about genetically modified crops and on the other to make a balance between promoting the GM technology and avoiding the danger brought by it.
