The biological technology has been developing rapidly since the21century. The transgenic technology is widely used in agriculture, food, medicine and other fields. The transgenic crop or genetically modified crop refers to adding a heterogenic genetic material into the crops or removing bad genes, leading a better quality of the crop. These genetically modified crops have many advantages such as high nutrition, extended storage period and disease resistance, herbicide resistance and so on. Therefore GM crops may bring people great potential economic benefits and social effect. But on the other hand due to its potential harmful risks, extensive ethical controversies have been raised broadly.There are different attitudes about how to develop genetically modified crops among each country. In the United States, the policy supports the development and commercialization of genetically modified crop actively. In Europe it gives genetically modified crop strict limitation. In China, genetically modified crop have got rapid development in recent years. The Chinese government has even approved some GM crops safety certificate as local staple food.How to development genetically modified crop is involved with the vital interests of everyone and also influences the welfare of next several generations. The paper is tried to summary the development tendency of genetically modified crop, and combining with ethical considerations to analysis the problems of current policy in china. In this paper I would to discuss the ethically justifiable policy and give some recommendations for the development of genetically modified crop in China.
