With the transformation of China’s agriculture production from traditionalagriculture to modern agriculture,adjusting the structure of agriculture in science, andthe changes of climate conditions and resources. To develop the modern agricultureclimate division will become an important basis for reasonable utilization ofagriculture climate resource and scientific layout crop production. And the modernagriculture climate division also has great significance to prevent and mitigate thedisaster of agriculture, improve the production efficiency of agriculture, developcharacteristic agriculture, and ensure the food security."Precise Agriculture Climate Division Pilot Project " is a scientific project whichis supported by the China Meteorological Administration and hosted by the HunanClimate Center. In the process of the Precise Agriculture Climate Division systemdevelopment,the meteorological small grid data is the basis of developing researchesfor various divisions. The small grid date produced by the meteorological datainterpolation,due to the diversification of the meteorological data types,theinterpolation algorithm and various derived algorithms which demand the systemcalculation module has good extendibility. Meanwhile, the small grid data is astandard data cube which based on the latitude,longitude,and time. Taking thecombination of different meteorological elements and the interpolation method intoaccount,the final data amount would be extremely large. The traditional informationmanagement system data processing model has been difficult to meet the actualapplication requirement of the system. Therefore, in order to develop relevantfunction module which meet the requirements of system business, we need to researchthe computation,storage and communication program of the small grid data.This paper follows the work done: through the index, determined themeteorological elements small grid data storage scheme which is based on theNetwork Common Data Format(NetCDF),The scheme solves the mass of small griddata storage problem, in practice good results obtained;Build a service-oriented dataaccess framework for the small grid data,,chose the byte stream compressiontechnology which based on the Web Service communication method to achieve adesktop client data access interface,Achieved the small grid data communicationmodule. Realized small grid data processing’s Data preparation,small grid interpolation and statistical indicators functional modules. Study on the K-meansclustering algorithm data based on small grid division in the application ofagricultural climate resources, and proposed IK-means clustering algorithm and theCK-means clustering algorithm for two improved algorithms,comparing with theclassical algorithm on single-attribute data clustering, the operating efficiency has gota certain improvement, CK-means clustering algorithm has been used in "PreciseAgriculture Climate Division System".
