In the paper aiming at the problem of precise and quantitative cultivation in rice was advanced and suitable, but needed to innovate means for the technology promotion, strengthen informative service for the decision support and so on, and according to the technical principle and methods, we constructed the related decision-making models. Then on the basis of the "top-down" and "steady improvement" principles, with the technologies of GIS, J2ME, Multithreaded, Stream Media, Multicast, UDP, ASP, Macromedia Dreamweaver CS3, Database, Visual Basic, Java and so on, the Decision Support System of annual high quality and precise cultivation in rice and wheat at county scale based on Visual Basic and SuperMap Objects, the website based on ASP, the real-time and remote diagnosis information service system for precise and quantitative cultivation in rice based on Java, and the Decision Support System based on smartphone were developed. The above systems or website provided the agricultural technical staffs as well as the farmers with multi-platforms and overall information searching and decision making services. It helped to further conduct of the precise and quantitative cultivation and promote the modern information technology application in the rice cultivation which was of great significance, advanced and forward-looking and high practical value to the realization of goals of the high-productive, high-quality, high-efficient, ecological and safety in rice.1. Taking Jiangyan county located in middle of Jiangsu province as example, with annual high quality and precise cultivation in rice and wheat for the research topic and based on Visual Basic6.0and Component GIS (SuperMap Objects5.2) and open source controls such as VsMenu64and STYLER, we developed the Decision Support System of annual high quality and precise cultivation in rice and wheat at county scale (V1.0) with complete functions, abundant contents, strong updating and high graph productivity, friendly surface and easy operation characteristics. The system covered many contents such as E-map, database searching, decision assistant, knowledge lands and utility tools. In the evaluation, the system proved to be useable, dependability and ease of use, expandable, maintainable and valuable. The users were very satisfied with it. The system had obtained the copyright in computer software (2010SR067516) registered by the State Copyright Administration.2. With the model of B/S structure operating and based on ASP technology, the paper designed the rice precise and quantitative cultivation promotion website’s architecture by realizing the access to the MS Access database through ADO and taking advantages of Macromedia Dreamweaver CS3. We registered the domain (http://www.rpqc.net), recorded license of domain name and applied for the virtual machine. By using the "Web browser/Web server/Database System"3-layer distribution calculation system structure, IE browser on the foreground and the ASP on the background to access to the Access Database, the website and the online Decision Support System of precise and quantitative cultivation promotion were developed. It could achieve the goals of serving the agriculture, countryside and farmers with zero distance, create the new platform of modern rice production informatization service support, had higher application value to the research.3. In order to overcome the problems of difficultly providing instant service to the agricultural technical staffs or the farmers, delay of the technical advice, low interaction and visualization in the traditional rice production technical services, the paper used the B/S operational structure and utilized the MyEclipse6.5as the basic program designing platform as well as the Java Media Framework, RTP/RTCP, multicast, multithread and visualized programming technology to develop the real-time remote diagnosis information service system of precise and quantitative cultivation in rice based on Java. The system made breakthrough of the limitation on time and space and realized the combination of the real words, audio and video service at anywhere in real-time which helped to increase the pace of the transform of the traditional agricultural information service and encourage the interaction among the experts, the agriculture technical staffs and the farmers and had technically advanced, innovative, forward-looking and practical value.4. With J2ME as the mobile developing terminal, the paper standardized and modeled the technical index of the precise and quantitative cultivation in rice and developed the Decision Support System based on smartphone rich in content, friendly on UI and easy to use. The system contained the modules such as precise fertilize decision, calculate the utilization rate of N fertilizer, decision support for precise sowing date, precise irrigation water saving calculation, GPS conversion of Longitude and Latitude, knowledge land and etc. In the evaluation, the system proved to be utilitarian, reliable, accessible, expandable, maintainable and valuable. It made full use of portability of cell phone and got rid of the time and spatial limitation, with obvious feature of instant information service, making it more convenient communication between the agricultural technical staffs and the farmers in order to solve the problems of rice production and was benefit to the promotion of technology of precise and quantitative cultivation in rice.
