In this study, a kind of forest resources value evaluation method was proposed. TM remote sensing image was used to interpret the area of study area, global position system and total station were used to collet plot data, every individual tree was measured manually in plots, which measurement parameters included tree’s three-dimensional coordinate, tree height and diameter at breast height. According to Binary Tree Volume Table and corresponding tree species and growing condition, each individual tree volume was calculated, thus, was evaluated use its volume multiply by the value of each unit. Follow this, the growing stock value of each county was calculated by the value of individual tree and forest area which derived from TM remote sensing image.28plots which calibrated by Beijing Forestry Administration and TM remote sensing image were used as research data acquisition resources.About the assessment of the value of forest resources, woodland yield was used as calculating basis. Aimed at obtaining net earn and sustainable management, we used forest product trading income in accordance with the proportion deducting the cost of woodland, products revenue and additional fees to calculated the net income.In this study, was accounted according to the People’s Republic of China Forestry the industry standard (LY/T1721-2008), the value of forest ecosystem services included water conservation, soil conservation, cleaning up the environment and carbon sequestration and oxygen contains. The value of social services included forests and recreation, culture and education, stimulating economic and industrial development, forestry public management, ecological services function construction.In order to enhance the credibility of the accounting results and distinguish the magnitude value and biomass of evaluation of forest resources, we distinguished between earning value and cost value, and biomass strictly. Derived value of forest resources self-service such as water conservation, check wind and control sand were excluded. And we determine the new accounting system to recalculate the value of forest resources based on the principles of economics. In accordance with the above-mentioned procedures, forest resources value in year of2012for Yanqin county, Mentougou district, Haidian district, Pinggu district, Changping district, Huairou district and Miyun county were calculated as follow.(1) Timber value:26.901billion yuan,27.63billion yuan,2.529billion yuan,7.425billion yuan,7.178billion yuan,25.301billion yuan,41.098billion yuan.(2) Forest land value:17.262billion yuan,15.106billion yuan,2.020billion yuan,7.817billion yuan,9.416billion yuan,20.341billion yuan,18.480billion yuan.(3) The value of ecosystem services:6.987billion yuan,4.497billion yuan,8.57billion yuan,31.40billion yuan,41.54billion yuan,8.554billion yuan,7.848billion yuan.(4) The value of social services:555million yuan,486million yuan,65billion yuan,251billion yuan,302billion yuan,653billion yuan,5.94billion.(5) Total value of forest resources:50.578billion yuan,49.610billion yuan,5.379billion yuan,18.212billion yuan,20.492billion yuan,53.489billion yuan,66.749billion yuan.
