Rural medical assistance system is government and society to a part of the life inthe low income and poor condition of the vulnerable groups of society to provide themost basic medical support. In recent years, with the development of economy andsociety has made great achievement, However, the farmer poverty problem appeared.Especially, the problem of the farmer "send deficient due to illness, return deficient dueto illness". The emergence of these issues will affect development of Chinese economy,the unity of community as well as the realization of the socialist harmonious society.Therefore, the CPC and Chinese government will eliminate and alleviate rural medicalproblems as an important task urgently. This essay, with Marxist poverty theory, MarxistSocial security theory, Health economics theory and welfare economics theory. as itsbasic theories takes rural medical assistance in Shaanxi Province as its research object.Considering the successful examples of the rural medical assistance both abroad and athome and regional characteristics in Shaanxi Province, it makes deep research on therural medical assistance of Shaanxi province. This article uses the methods that areliterature research method, theoretical analysis method, comparative method, interviewsand other methods of combining multiple perspectives. At the same time, it analyses thecurrent situation and existence problem of Shaanxi province rural medical assistancesystem to undertake thorough research and analysis, and put forward the correspondingsolutions and suggestions.This essay consists of five chapters, and the outline of this research are generally asfollows: The first part is introduction, mainly introducing background, the motive andsignificance of the research, research object, current research situation at Home and Abroad, and the research methods. Chapter two discusses the relevant theoretical basisof rural medical assistance system and the process of historical evolution. Chapter threeintroduces the present situation of rural medical assistance system in Shaanxi, and putsforward problems, for example, the unsufficient assistant funds, the low standard,thenarrow scope of assistance objects, the limit cooperation of the government and othersocial organizations, the lack of effective convergence between rural medical assistanceand rural cooperative medical service. Chapter four analyses the reasons of ruralmedical assistance system in Shaanxi. Chapter five mainly discusses the measure andsuggestions of perfecting the rural medical assistance system. This article has certainpractical significance to the development of the rural medical assistance system inShaanxi province.
