During the 11thFive-year plan, with the pace of medical and health service systemconstruction in china getting faster than before, medical service capability has been improved in allaspects and the cause of rural medical & health has gained a further development. Special financialinvestment from the central government reaches 55.84 billion in total. Project construction supporthas been received by about 50000 medical and health institutes, including 2000 countyhospitals,23000 town hospitals, more than 20000 village medical clinics,2382 community medicalservice centers and 116 professional mental health institutes. About 1000 urban three gradehospitals have built assisting relationship with more than 2000 county hospitals, thus medicalservice condition and service capability in current rural area have been greatly improved by thefollowing programs such as targeted aid, and training organized and bring medical service to ruralareas. 2011 is a year in which medical and health system reforms have been pushed in all aspects.Under such a background, it is of conspicuous importance for pushing construction in rural area andharmonious development of the society to evaluate current medical and health allocation level, do aresearch on how to configure rural medical & health resources properly and accomplish the goal ofbringing welfare and fairness to medical reforms in china.As one of the members for the project–unbalance in urban & rural resource allocation and itsstrategy analysis, I went to a grassroots county in the rural area to do a survey on medical & healthresource allocation and the utilization of it with other members of the project group. Combined withthe medical and health statistical data of China, I did a descriptive and statistical analysis onmedical & health resource allocation in 30 provinces/cities across china and urban-rural difference,difference among different rural areas. In the paper, Gini coefficient and Lorenz curve are used andan evaluation on the allocation of different medical and health resources to rural areas in differentprovinces/cities is given from the angle of population distribution. DEA is used to evaluate medicaland health resource allocation efficiency for rural areas of 30 provinces/cities. Rural medical &health service quality evaluation index system is established based on the result of field survey onthe rural area and the result of evaluation on rural medical & health resource allocation is gainedthrough a marking questionnaire in selected areas, which provides reference for improving medicalhealth quality in rural area. Medical and health resource allocation has a significant influence onmedical & health service, Rural medical and health service quality evaluation is introduced tocomprehensive evaluation system for rural medical & health resource allocation. This research is aresearch on rural medical and health resource allocation level of both quality and quantity and its evaluation result is more scientific.Conclusion:(1)Medical and health resource allocation among different rural areas is fair ingeneral, but urban-rural resource allocation gap is obvious.(2) some of the provinces/cities areineffective in medical and health resource allocation, more investment should be put in. (3) ruralmedical and health service quality shows a widespread low level. As a result, we should put moreinvestment to medical and health resource in western area, adjust the remaining resources of themiddle and east areas and optimize allocation structure to improve the using rate of medical andhealth resource ,reduce the waste of resources. While putting more investment, we should grab thekey point to reduce the waste of resource, realize the importance of rural medical service qualityand push the comprehensive reforms for rural medical and health institutes.
