| In today’s world, individual countries have established a modern medicalaid system. Compared with the traditional medical aid system, the fundamentalchanges of the modern medical aid system are reflected in two aspects: thebasic ethical spirit has gone through changes from kindheartedness to justice,and the ethical relation also has changed itself from charity ethical relation intothe rights ethical relation.This paper analyzed the medical aid system which based on the theoryof Justice,Through the interpretation of the concept of the medical aid systemto analyze the essence and inquire the Justice connotation and the value basisof it. From the perspective of Justice to examine the existing difficulties in thedesign and operation stages of the medical aid system in our country. Then,onthis basis, to discuss the justice of the construction and evaluation of themedical aid system in China.The main findings: The justice connotation of the medical aid system isthe “protoplast fusion†of Rawls’s principle of difference and the importance ofDworkin on the principle of equal value of Justice; Deserved justice, humanrights, humanitarian are justice value bases of the medical aid system;Both ofthe design and operational phases of the medical aid system in China existJustice predicaments, at the design stage, Performance for the Justicepredicament is expressed as “the preferences of efficiency", the fairness andthe geographical differences of the medical aid system: At the operationalstage, Performance for the Justice predicament is expressed as theGovernment responsibility’s indefiniteness and usually exist moral risks; In order to guarantee the justice of the medical aid system in China should beconstructed from principle and route: On one hand, is to propose fourconstruction principles,that is,fair priority, system integration, compatible withthe economic development and the effective supervision.On the other hand, isto propose four routes----reasonable hypothesis of human nature, thetransformation of the system design concept, the design of the system’s corevalues and the scientific performance of the system design: The moralconsciousness of the relevant stakeholders and external effective supervisionare important means to run the justice of the medical assistance system.andonly when this two combined can run it more effectively.On the value basis offair, transparent, and credit, and from the two dimensions of the design andoperation to evaluate the justice of the medical aid system in our country. |
