Problem of fairness and distribution of health resources is the core of healthreform; at the same time, it serves as the material basis and moral assurance of thehealth care system. After30years of health reform, our country has gained greatachievement in the respect of health resources.2010-2011years, medical insurance forurban residents, the policy within the NCMS reimbursement of hospitalizationexpenses gradually increase. Coordinate the maximum payment limit in the policy areaas growth. Although we have achieved a lot in the process of healthcare reform,there’re still some points to be improved, such as the health resources’ imbalance, thegap of life price scissors between the cities and the countryside, the lack of healthcarepopularization, the high medical costs and so on. The author analyzes the existentproblems in the health resources’ distribution system, and then offers effectivestrategies.The paper consists of four parts. Part one talks about the related theoreticalinformation of the health resources’ distribution. Part two focuses on its ethicalfoundation, including five key factors---fairness, balance, efficiency, public-benefit,and sustainability. The third part analyzes the present conditions of China’s healthresources’ distribution and then deals with the reasons of the existent problems. The lastpart gives effective resolutions to solve the problems above. Based on governmentdomain system, the author offers accessible methods from three different aspects---economy, healthcare, as well as society. Such solutions are helpful to coordinateurban-rural medical development, and offer theoretical foundation for medical reform.Apart from the instructive meaning to present reform, the strategies in this paper canpromote the sustainable and healthy development of Chinese medical course.
