Evaluation On Participants’ Satisfaction With New Ural Cooperative Medical Scheme On Farmers And Its Determinants

Since the nineteen eighties, cooperative medical care to decline gradually, as the "oldmedical", all our country farmer is higher for the cooperative medical service satisfaction. But,gradually "poverty due to illness","illness" phenomenon is becoming more and more serious.In order to solve these problems, in2002October the state proposed to "build new ruralcooperative medical system based on the catastrophic". Then, after a year in2003, started thenew rural cooperative medical system pilot work in various regions of the country, the newrural cooperative medical system in Hebei province also began a pilot in2003.In the course of development of this nearly ten years, the effective mitigation of the ruralresidents of various medical security problems. Rural residents as participating subject, itssatisfaction will directly influence the promotion and development of rural cooperativemedical care system model. In order to understand and evaluate the satisfaction of farmers inHebei province’s rural cooperative medical system model, and what factors influence thefarmers satisfaction, further promoting the sustainable development of rural cooperativemedical care system model, conducted the research.The survey by random sampling method, a total of450farmers in Hebei province. Allunified data collection, statistical analyses were performed using SPSS16.0software. Theinvestigation included: the basic situation of the farmers; farmers satisfaction of the new ruralcooperative medical system itself, including the pay line and reimbursement for the top line,reimbursement proportion, the payment, reimbursement drug types, compensation satisfaction;residents’ satisfaction with designated medical institutions, including reimbursementprocedures, can understand the situation, insurance costs timely medical institutions, thedegree of transparency of drugs and medical costs, medical level, service satisfaction; farmerssatisfaction on the work of the government, the measures include traffic, propaganda, thesatisfaction of funds. Through the analysis of results, it analyses the influencing factors of thefarmers’ participation rate, the farmers’ satisfaction and participation satisfaction, that theeffects of farmers satisfaction factors, farmers in Hebei Province in the first will take into account the institutional factors, the payment of new rural cooperative medical system cost ishigher, the higher proportion of compensation dispatch, better to make them feel moresatisfied, followed by institutional factors, namely the Fixed-point Hospital Organizationsatisfaction, finally is a government job satisfaction. And from the analysis of theimplementation process of new rural cooperative medical system is reflected in the problem,put forward the corresponding policy recommendations from three aspects of the new ruralcooperative medical system, medical institutions and the work of the government..
