In the current, the new rural cooperative medical policy has already been relativelyperfect, the system is running relatively stably, the government in everywhere is exploring thenew rural cooperative medical policy combined with the local characteristics, to service thefarmers better. The Lin You County takes the lead in implementing the free treatment policyof traditional Chinese medicine in October2010, with the local characteristics of theadvanced traditional Chinese medicine, the rich resources of Chinese herbal medicine, thecheap price of Chinese herbal medicine. Although the reform measure is typical and has beenimplemented for two years, it hasn’t been researched in systematically. As a kind of socialinsurance, the satisfactions of farmers play an important role for its success. So if want toknow the situation of The New Rural Cooperative Medical System after the policyimplementation and the problems need to solve, we must research the satisfaction of farmersand the main factors affected the satisfaction of the farmers. The article adopts the method oftheory combined with the empirical analysis, studies the problem with the first-handinformation through the investigation.The article is divided into six chapters: the first chapter is introductory theory, introducesthe research background, the research significance,the research methods,technical route andthe research achievement in domestic and foreign about the medical insurance.The chapter2introduces the theories about the New Rural Cooperative Medical System and conceptdefinition, mainly introduces the social security, the stakeholder theory,and the governmentsupply theory and others, defines the concept of medical insurance system,the New RuralCooperative Medical System, minimum deduction, top line, designated medical institution.The chapter3describes the development of domestic security system, and the currentsituation of the New Rural Cooperative Medical System in Shannxi. The chapter4introducesthe background of creation and the status quo, researches the satisfaction degree whichclosely related to farmer’s interests from farmer’s angle of view. It analyses the satisfactiondegree of farmers to designated medical institution, to government and to the supervisory authority by the descriptive approach. The chapter5is the regression analysis of theinfluencing factors of farmer’s satisfaction degree. By establishing a binary logisticregression model, the article obtained and analyzed the remarkable influence factors tofarmer’s satisfaction degree. The chapter6is the countermeasure and suggestion of how toraise farmers’ satisfaction.The result shows that the variable of the farmer’s characteristic was not significant tothe influence factors of satisfaction with the New Rural Cooperative Medical Care System, inthe variable of the farmer’s recognition to the designated medical institution, the influence ofthe hospital facilities and the doctor technical level were significant and positive, theinfluence of medical expenses was significant and negative, the cost saving policy toTraditional Chinese medicine was not significant.In the variable of the farmer’s recognitionto the government, the influence of government’s ability of policy formulation was notsignificant, the influences of the government efficiency and regulation ability were significantand positive. In the variable of farmers’ right of supervision, the influence of the acquaintanceabout the policy, the status of funds transparency and the unobstructed channel of complaints,suggestions and solving the problem were significant and positive. The article suggests thatthrough strengthening the construction of the designated medical institution, strengtheningthe government service ability, perfecting the farmer’s supervisory authority and enhancingthe using universality of traditional Chinese medicine to improve the farmer’s satisfactiondegree.
