The second part mainly analyze U.S. through NEA carry out“face support”,“vertical restraint”,“tax law replenish”,“national art medal”and other ways that state intervened in art production. It is a important way that examine the intervention whether it is effective or not is to study the response of art, and analysis of American contemporary art under the country’s intervention of the making of national identify with the American idea and the immigration. The last part“NEA’s frustration and the dilemma of art in national identity”focused on the debates about the art events and works which suffered the largest dispute, this is additional research of the intervention ways. These four parts seems independent. Actually, they can not be separated from each other. They eventually form the closed research of“national and NEA--NEA and art-art and country”.
