How do states influence the film industry? The involvement that states influence the film industry often becomes a key factor that defines one country’s main characteristics of the film industry. If we take United States for example, the result will be easy to found. The National Endowment for the Arts was established in1965. There is no doubt that its establishment impacts the formation of American film industry a lot. The establishment means that in the federal level, states start to exert an effect on the film industry in an open and transparent way. This paper attempts to start from the context of the macro-management of the film industry. The relationship between the arts funding system and the American film has been depicted. In the first part, the author describes the American film management system. In the second part, arts funding system and funding mechanism of the National Endowment for the Arts have been discussed, which is from the regional level to the federal level step by step. In the third part the author explains the way that The National Endowment for the Arts fund American film. And the author tries to sum up the relationship as the ripple effect and the gear effect. In the fourth part, taking china’s film development into consideration, the author gives some advice and the inspiration is got from the funding system of The National Endowment for the Arts in the United States.
