After World War Ⅱ,Korean Peninsula was independent. Soviet-U.S. global confrontation was rose to the principal contradiction. The U.S. attempts to dominate the Far East. The Soviet Union attempt to gain Busan and Incheon as two naval base. The KMT Government fled to Taiwan, the U.S. hardlines considered it was the failure of the Truman Government’s Isolationism. U.S. government take the active intervention policy in Korean Peninsula. There are four period in this paper:From August15,1945to September13,1948that after the Syngman Rhee Government, it was the first period. United States Military Government rule of the south of the Korean Peninsula. During this period, U.S. and Soviet’s relationship was deterioratiomed. The "GARIOA" was the main American assistance. The "GARIOA" assistance was contributed to the South Korean society stability.From September13,1948to June25,1950that the start of The Korean War, it was the second period of the U.S. Aid to Syngman Rhee Government. When the R.O.K. government established, the U.S.government terminated "GARIOA" assistance and renewed "ECA" assistance to the situation. During the period, R.O.K.’s Police-type force was established. The korean economic was recoveried.From June25,1950to July27,1953that the end of The Korean War, it was the third period of the U. S. Aid to Syngman Rhee Government. In this period, the main objective of the aid was to defend, economic aid was for military purpose and served for the war directly. The main body of the implementation of aid was the United Nations Command. Through the U.S. Defense Aid, the South Korea restored the territory that was occupied in the war and avoided the fate that controlled by North Korea.From July27,1953to May3,1960that Syngman Rhee resigned as the president of South Korea was the fourth period of the U.S. Aid. In this period, the primary target of the aid was to restore the economy that was destroyed in the war. The main body of the implementation of aid was the "FOA" and "ICA". The South Korea expanded the scale of the army through the U.S. Aid, and set up the modern industrial system passively which made the light industry be the center part. Through the aid to South Korea, the United States government effectively contained Syngman Rhee Liberals’"North into Unity" policy and avoided the outbreak of the second Korea War. It was the U.S. Aid that laid the foundation of the modernization of Part Chung-hee Government.
