Gambling is a social cancer and a stumbling block of human progress and civilization, and it badly affects the individual, family and society in many aspects. So, people make no efforts to stop or forbid gambling in different historic period for gradual development and improvement. The thesis researches on how the gambling goes on in Shanghai, what bad impacts it has caused, why people want to stop it and if stopping gambling has brought on the good fruit.The thesis mainly makes full use of original materials and has the previous research results as a supplement. The first chapter is about the brief history of gambling, including the gambling of different periods from ancient to Early Republic of China in the late Qing Dynasty and especially focusing on the gambling in Shanghai. Because of its unique geographical position and economic and cultural atmosphere, the gambling is especially popular with people and has informed different ways of gambling. Even the ways of westerners spread here and has propagated everywhere in Shanghai, thus has urged the local traditional gambling in more vigorous development. The second chapter is about the damage caused by gambling. There are many aspects on it, such as to personal individuals, to the society and so on. The third part is the major component of the thesis. It depicts the constitution of stopping gambling in Shanghai during the earlier stage of the Nanjing National Government. During the Republic of China, many politicians have enacted bans on gambling, such as Sun Yat-sen, Yuan Shikai and Chiang Kai-shek. Meanwhile, the Shanghai Government has stopped gambling according to the relative bans and on the other hand formed local schemes for stopping gambling on the basis of its own situation. But we know stopping gambling cannot hit the mark just relying on the government. Only the government launch more people to participate in, the people take active part in it and all-round support, can the stopping gambling achieve its goal. The fourth paragraph narrates why the gambling cannot stop thoroughly. Although many people have took part in the stopping gambling, and made good improvement in it, it do not succeed for many reasons. The most important reason is the unconstant will of republic government, because once have stopped gambling, then the revenues from gambling will decrease and made itself into dilemma. Also, the act of gambling is a traditional thing in people’s life, the gamblers have the idea of becoming upstarts suddenly. And the government released country stamps, lottery tickets and so on to induce people to gamble. So that gambling has a huge market cannot stop easily. Thirdly, the hinderance from the bureaucratic businessmen and the soldiers is a key reason, too. For gambling bring on huge wealth, so they open gambling houses or do something else to support the gambling. Lastly, the officials did not work hard, even embezzle money and engage in corrupt practices, so that many casinos were protected.The last part is a conclusion to indicate that it has a long history of gambling, and gambling and The gambling and stopping gambling are going on at the same time. But they all end on with failure. Thus, we should learn lessons from it, and realise that Only the government fundamentally stopping gambling, strengthening national cultural quality, and the stopping gambling will have good effect.
