Local elites that from the perspective of social transformation was regarded as research focus inthis paper. The new local elites had begun to emerge during the ages of social upheaval. Changes happenedin individual level had led to these in society, for after having rised, these elites had put their ideas andtheory into elites action, which had deeply affected wanxi and had generated a unique rural constructionmodel in the region at the same time. Elite leading autonymy was explored, Meanwhile, the relationshipbetween national and local in the national political power construction was also concerned in this paper.The traditional order in wanxi had been destroyed under the background of social transformationin1920’s and1930’s. Some new elites had rised from miitary, political, econcmic and cultural, such asPengyuting, Bietingfang, Chenshunde,Ningxigu, they had begun to against the central government’sauthority on the basis of Pengyuting’“sThree theories of autonomy”and had further the development of therural reconstruction movement. The situations in wanxi had showed that during the period of Republic ofChina, when the central government was weak, the local goverments were powerful, as the centralgovernment had had no time and erengy to engage in local construction, local elites could have actedactivity to stablize and development rural society and could have done the causes the the centralgovernment could not be able to do. The final purpose was not to split the central government but to assertthat the local government could do their own business well and it was believed that it could be beneficialfor the country. Although rural construction in wanxi had failed under the countriy’s great pressure, at leastit had showed the process of Chinese social transformation from traditional to modern, that is, the evolutionof Chinese modern society is not single, but a procss of multi-lines cross.
