In 1928,after the Nationalist government had established capital in Nanjing,the Kuomintang passed the training of Dr.Sun Yat-sen and announced that it had begun to implement government training.In order to maintain the legitimacy of the regime and strengthen centralization,the Kuomintang has established the local self-government work as the "main government" during the period of political administration.However,due to the weakness of the Kuomintang's grass-roots party forces and the "famous non-reality" of local self-government organizations,there has been little progress in local self-government.During this period,the popular education movement flourished and the People's Education Center was established in various places,especially in Jiangsu Province.The People' s Education Center,which is rooted in the grass-roots society,allowed the Nanjing National Government to find an "assistant" to promote local self-government work.Therefore,the Nanjing National Government actively promoted people's education centers to participate in local self-government construction.According to the provisions of the Nanjing National Government and the Jiangsu Provincial Government,the Jiangsu People's Education Center carried out many initiatives to promote local self-government.Although the public education center failed to complete the local self-government construction,it played a certain role in improving the people's ability to participate in politics,collective awareness,and improving the political environment at the grassroots level.The Kuomintang used the name of local self-government to strengthen centralization,and the People's Education Hall became the assistant to the Kuomintang's control of the grass-roots society.The People's Education Center has trained the public through educational efforts and extended the influence of the regime of the Nanjing National Government to grassroots so as to strengthen the central authority of the Nanjing National Government.A study of the initiatives and effectiveness of the People's Education Center's participation in local self-government construction can examine the role of the People's Education Center in promoting local autonomy and can also fully examine the local autonomy policy of the Nanjing National Government.However,scholars currently studying local autonomy during the period of the Nanjing National Government focused more on "government autonomy",and few researches have been conducted on the participation of civil education institutes in local self-government construction.Therefore,it is of academic significance to carry out research on the participation of the mass education institutes in local self-government construction.This article takes the Jiangsu People's Education Center as the research object,collects and collates the relevant materials of the Jiangsu Provincial People's Education Center on the basis of the results of the previous research,and uses historical research methods to summarize and analyze the people's education hall in the participation in the local self-government construction.Measures and their effects.The article is divided into four parts:The first part mainly discusses the background of the People's Education Center participating in the local self-government construction;the second part mainly summarizes the measures taken by the Jiangsu People's Education Center to participate in the local self-government construction,covering the assistance of grassroots political work and the formation of the Economic Cooperation Organization.Three aspects of culture,education,and health are developed;the third part analyzes the effectiveness and disadvantages of the mass education centers participating in local self-government construction;the fourth part is an epilogue that briefly compares the ways in which mass education centers and rural construction schools promote local self-government.The effect and the reasons for the failure of the People's Education Center to promote local self-governance are discussed.
