Research Of Performance Evaluation System Of China’s Public Culture Service

To strengthen the public cultural service system construction and to promote the prosperity and the development of socialist culture are both a critical determination made by the CPC Central Committee and a major measure to improve the comprehensive national strength, to construct a great socialist cultural power, and to achieve the great rejuvenation of the Chinese nation. Currently, governments at all levels of China devotes a great many of human, material and financial resources to strengthen cultural construction, to accelerate the reform of cultural system and to build a public cultural service system that covers the whole country and benefits the whole nation, thus leading the whole country to enjoy public cultural services freely, equally and fairly.However, a great number of problems such as waste of resources and insufficient investment which deprive some citizens of access to equal public cultural service exist in the construction of basic infrastructure and supporting facilities, due to many factors such as institutional mechanism, regional environment, etc.In view of this, many experts and scholars began to try to introduce performance evaluation system into the area of public cultural service construction, in order to develop the performance evaluation of public cultural service and to promote the healthy and rapid development of public cultural construction. Under the influence of the development of economic society, China’s public cultural service stays still in a low level. And performance evaluation emerges just recently. Therefore, the performance evaluation of the public cultural service in China is still in its infancy with an imperfect institutional mechanism. It has been learned that only a few developed provinces and cities in southern China have developed performance evaluation of some cultural construction projects or of the public cultural service in some neighborhood. These simplex evaluations have been all in small scopes without any normative institutional measure.Therefore, regarding how to set up a performance evaluation system of public cultural service that fits China’s national conditions as a major object of study, this paper explains the necessity and importance of developing performance evaluation of public cultural service, reviews the development of performance evaluation of public cultural service and proposes constructive suggestions for its enhancement and for the construction of a long-term effective evaluation mechanism.
