Research On The Evaluation Ang Improvement Of The Quality Urban Public Cultural Service In Heilongjiang Province

With the continuous and steady development of the national economy,national politics,and society,and the improvement of the material and cultural life and spiritual and cultural level of the masses,the masses increasingly hope that the quality of public cultural services provided by the government can meet their own needs.In order to meet the increasing demands of the masses,the government must make corresponding changes.In western countries,public cultural service quality assessment has been used as a tool to measure the quality of government public services.However,such a situation has occurred in our country.The people are generally dissatisfied with the current quality of public cultural services.They believe that the administrative service centers currently established are difficult to achieve efficient and convenient results.Therefore,it is necessary to accurately understand people's actual needs through the evaluation of public cultural service quality,solve the problem of the mismatch between the public cultural services provided by the government and the public cultural services required by the people,and find out which public cultural services are affected by people and society.Praise,which public cultural services are not recognized,can provide direction for the development of targeted measures to improve the quality of public cultural services.In this paper,based on the research literature and SERVQUAL user perception service quality evaluation theory,combined with the characteristics of the government's public cultural services,the evaluation indicators are first selected,and the Heilongjiang City Public Cultural Service Quality Questionnaire is compiled.Secondly,using random sampling method,taking urban residents in Heilongjiang Province as the survey object,visiting the field to collect data,conducting reliability analysis,validity analysis and exploratory factor analysis on the questionnaire data,constructing the quality evaluation of urban public cultural services in Heilongjiang Province model.Then,through regression analysis,factor analysis and correlation analysis,the model is tested to further verify thevalidity and reliability of the data obtained from the questionnaire,and to prove that various dimensions in the evaluation of the quality of public cultural services and the urban public cultural services in Heilongjiang Province There is a strong correlation between overall quality assessments.Finally,it is concluded that there is a certain linear relationship between them,and through regression analysis,the regression relationship between each dimension and the overall evaluation of the quality of urban public cultural services in Heilongjiang Province is obtained.Finally,the IPA analysis method is used to divide each service item into four types,and the items that urgently need to improve service quality are extracted.And from the aspects of tangibility,reliability,guarantee,responsiveness,empathy,etc.,it puts forward corresponding suggestions for improving the quality of urban public cultural services in Heilongjiang Province,and proposes to train professional public cultural service personnel,establish and improve social feedback mechanisms,and improve Measures such as service facilities,improvement of capital investment guarantee mechanisms,and increased publicity.This paper hopes that by studying the quality evaluation of urban public cultural services in Heilongjiang Province,it can provide a reference for the construction of urban public cultural services that satisfy the people in Heilongjiang Province,and thus help to improve the overall level of urban public cultural services in Heilongjiang Province.
