Research On Performance Evaluation Of Public Cultural Service In Jiangsu Province

In recent years,Jiangsu Province has actively constructed a modern public cultural service system,and increased the scale and intensity of financial investment in public cultural service,which made its level of public cultural service gradually improved.At present,it has five levels of public cultural service facilities network system and the coverage rate of the facilities is over 90%.Then,have the resource utilization efficiency and service capacity of public cultural service facilities been improved? What is the degree of improvement and the difference in the province? Performance evaluation of public cultural service in Jiangsu Province is an effective way to answer the above questions.In May 2018,the Ministry of Culture and Tourism announced the results of the sixth national evaluation and grading of public libraries at or above the county level,including 100 and 6 Public Libraries at the first and second levels in Jiangsu Province,respectively.In this context,this study first defines the related concepts of public cultural service,public libraries and performance evaluation.With combining the new public governance theory with the general public service of Jiangsu Province to construct a logical framework for the performance evaluation of public cultural service,this study designs the performance evaluation Index system of public library,using PCA-DEA model and Malmquist index analysis method to empirically analyze the performance of public libraries in 13 prefecture-level cities in Jiangsu Province.This study provides some theoretical and practical references for performance evaluation of Jiangsu Province and other public cultural service facilities.The main conclusions of the empirical analysis include:(1)the overall performance of public libraries in Jiangsu Province was at a high efficiency level in 2017,with an average efficiency of 0.970.(2)the performance of public libraries in Jiangsu Province declined year by year in 2013-2016 and rebounded in 2017.The scale efficiency was the main factor affecting the performance level of public libraries in Jiangsu Province.(3)from the dynamic change of performance,the average growth rate of the performance index of the Jiangsu Public Library during the period of 2013-2017 was 0.4%,and technological progress was the main factor of the growth of performance M index.The overall performance of public libraries in Southern Jiangsu declined,while the overall performance of Public Libraries in central and Northern Jiangsu rose.Based on the above analysis results,this study proposes four suggestions for improving the performance of public library in Jiangsu Province,including increasing financial security,further improving the construction of public library service facilities,strengthening the application of new technologies and building talent teams.Finally,the paper puts forward three suggestions for improving the performance evaluation of public cultural services,which are as follows:(1)public cultural service performance evaluation is institutionalized;(2)enriching the statistical data and making them exposed to public timely;(3)attaching importance to the evaluation results.
