The late Ming Dynasty, government spending increased. In order to ensure the financial revenue, the government in taxes and corvee reformde at the same time. But also to further strengthened the collection of taxes and labor service dispatch.Natural environment and economic development of Shandong in East and West showed significant differences."The East of Shandong haggard, West of Shandong affluent". The taxes and corvee burden in Shandong was not balanced. West government tried to put their own taxes and corvee assigned to East, in order to ease their own pressure.Raised horse and river engineering project was heavy burden in Ming Dynasty. East of Shandong did not raise horses and maintenance of the canal. Many people of western attempted to distribute horses and river engineering project to the East.Residents of Yanshen Zhen applied for the establishment of Xian. But many people repeatedly rejected. One reason may be that the taxes and corvee in the west than the eastern. Until Yongzheng twelve years, Yanshen Zhen to be upgraded to Xian. The battle of the things the government taxes and corvee is the local interests of the game, but also local elites powerful. Local elites, especially the identity local elites often tend to exert influence on policy formulation. From the national interests, the local elites of such activities is not conducive to the interests of the country and elsewhere; national policy-makers often distorted due to the interference of the local elites. So from the point of view of political decision-making, state and local control due to the existence of local elites has been weakened.
