Liturgical system has always been the rulers and the historian ’s attention as an importantpart of the national finances.The Ming Dynasty liturgical complex system has become a hotspot because of its academic research. Some important changes occurred during this periodhave impact on the Ming Dynasty and the future generations.However, the central liturgicalsystem can not be executed without the implementation of the local level, the centralliturgical reform and liturgical system is also closely related to localcircumstances.Therefore,the study of local liturgical situation conducive to further dialysisliturgical overview of the entire country.Henan suffered more serious damage at the war of the end of the Yuan Dynasty, after thefounding of the Ming Dynasty, Zhu Yuan Zhang Dynasty implemented a series of measuresto restore production, the implementation of these policies to restore production in Henan,promote the further development of the Henan’s economy. During this period, the collectionof the tax and curvee gradually on the way of the normal level.Ming Dynasty and liturgical levied mainly depend on the Yulintuces and yellow book asthe basis. The total number of the land tax in Henan in the early Ming value,except for thelate Ming and land tax deployed, little change between a few hundred years. In addition tothe land tax levied between the government and the amount of Kaifeng, Luoyang, Fu Wai,significantly higher than the government’s three northern southern weight.
