Joined together by mountains and rivers, the two countries, china and North Korea is neighbor. The border of the people always crossed the border to collect ginseng, log, hunt and trade, thus some problems were produced. The time which North koreans went into the China territory from the north of the tumen river, the yalu river not only started early, but also lasted for a long time, the main content of which China and North Korea negotiated about the crossing the border had constituted for the reason that crossing the border to collect ginseng frequently and crossing the border to land reclamation in large scale from beginning to the end in The Qing Dynasty. A set of processing mode and the principle of punishment had been formed in the long time of China and North Korea negotiated about the crossing the border.The literature researches the illegal border crossing of the north koreans in different periods for summarizing systemly the changes in the number of people in different periods, the scale, the changing of objective and the difference of processing mode to the illegal people, generazes the policy which the illegal border crossing of the north Koreans are treated by the Qing Dynasty and North Korea, elaborates the influence.This literature has five chapters, composites by three parts:introduction, text and conclusions.The first chapter is introduction, elaborates the research’s purpose, significance, dynamic and method.The second chapter mainly elaborates the guarding the fronter policy of the Qing Dynasty and North Korea. Elaborating the reason and concrete measures of the ban by Qing Dynasty, and expounds the north Korea’s policy, and the background of the policy and the concrete measures.The third chapter mainly analyses the instance that North Korea crossed the boundary illegally in the Qing Dynasty closure period. Expounds the main form and characteristic of which North Koreans inflow China divide in1712,1712-1860and1860-1880, and compare the difference about Tumen river’s and Yulu river’s crossing the boundary illegally in different period, incarnate the difference which the illegal people’s number, scale and purpose. The fourth chapter mainly expounds the policy about Qing Dynasty and North Korea how to deal with the illegal people, and the influence about the problem of China and North Korea’s bounder, respectively expounds in1712years ago,1712-1860and1860-1880. The different period of the Qing Dynasty and North Korea made the policy in response to the Qing Dynasty made an attitude and the different ways of punishment, and so did North Korea. The feature is different during different period which Qing Dynasty negotiate and handle way about North Koreas cross the boundary illegally. On side is Qing Dynasty make a show of conciliation to North Korea bounder in order to bring other nationalities or states under control, on the other hand is the result of which North Korea guard against Qing Dynasty energetically, in other words, North Korea tried to set up a glacis out its bounder for the peace. After the1860’s, Qing Dynasty carry out the policy of migrating to fill in the bounder, North Korea carried out "GengChenkaituo", and bringed two river theory, the two countries boundary settlement twice.The fifth chapter is the conclusion, in the different period, the characteristics of North Korea illegally cross the border and the example analysis of north Korea in the tumen river, the yalu river basin, and tried the case in the different period, and briefly discusses the influence about north Koreas illegally cross the border.
