Elaborating the reason and concrete measures of the ban by Qing Dynasty, and expounds the north Korea’s policy, and the background of the policy and the concrete measures.The third chapter mainly analyses the instance that North Korea crossed the boundary illegally in the Qing Dynasty closure period. Expounds the main form and characteristic of which North Koreans inflow China divide in1712,1712-1860and1860-1880, and compare the difference about Tumen river’s and Yulu river’s crossing the boundary illegally in different period, incarnate the difference which the illegal people’s number, scale and purpose. The fourth chapter mainly expounds the policy about Qing Dynasty and North Korea how to deal with the illegal people, and the influence about the problem of China and North Korea’s bounder, respectively expounds in1712years ago,1712-1860and1860-1880.
