In1949, the Kuomintang government withdrew into Taiwan. Under the background of the cold war, the American government gave a lot of economic aids to Taiwan from1951to1965. Based on the strategy of "Cultivating Allies, the anti-communist anti-china", the technical assistance was the most important part of the American economic assistance. The technical assistance started at1951, whose main measures included three aspects: Taiwan send technicians and management staff abroad to accept the training, United States hire foreign experts to Taiwan to give some training guidance, other countries send technicians to Taiwan for training. The range of technical assistance was very extensive, which involved the agricultural, industry, education, public administration, health and other fields of Taiwan. The most significant was that the aid program was carried on stably and continuously, and did not stop with the end of the American aid. Therefore, the technical assistance made a big contribution to the economy recovery and social development of Taiwan. On one hand, it promoted the development of human resources in many fields of Taiwan, which also promoted the development of agricultural and industrialization in Taiwan; On the other hand, it brought plenty of investments and focus on the education, public administration, health and other public welfare infrastructure of Taiwan, which also have the positive affects to the social development of Taiwan. But during the process of the American technical assistance to Taiwan, the phenomenon of brain drain in Taiwan also brought some damage to the economy of Taiwan. The other objective of the American technical assistance to Taiwan involved that United States was trying to expand its influence in East Asia, supporting and cultivating pro-American technology bureaucracy in Taiwan, in order to foster the pro-American bias to keep its political and economic interests in Taiwan.
