A Research On The Vulnerable Groups Of Social Assistance Of Chengdu(1949-1957)

The research on the vulnerable groups and related social assistance belongs to the research of social history. In the early years of China, problem with the vulnerable groups is particularly serious and sophisticated in inland city Chengdu. Researching the vulnerable groups and related social assistance in Chengdu from1949to1957has two meanings. One is to develop the researching scope and breadth of social history and the other is to further explore the theory of social class and social security in the early years of China. On addition, I also intend to explore how local government assisted the colossal vulnerable groups in new founding China through doing this research. The thesis intends to fully display the living status of all types of the vulnerable groups in Chengdu by making archives references as foundation and applying the science involves history, economics, society and psychology comprehensively. Chengdu local government conducted active governmental relieving and social assistance and got significant achievement. The thesis aims at promoting the research of social history of cities in contemporary society and it also aims at offering experience and lesson for improving social assistance system nowadays. The thesis is composed of forward, main body and conclusion. The first chapter is "sketch instruction of the vulnerable groups in Chengdu in the early years of China". The first point, to illustrate how the vulnerable groups shaped in Chengdu; the second point, to discuss the multiple characters of the advantaged in Chengdu and their weakness in social class and potential danger to the economics and society; the third point, to observe how the psychology of the vulnerable groups changed. All in all, the thesis is to fully display the living condition of the vulnerable groups in Chengdu in the new founding of China. The second chapter is "the recognition to the vulnerable groups and the construction of social assistance system of Chengdu local government in the early years of China." This chapter fully illustrates the recognition course of the vulnerable groups by Chengdu government and how the local government put social assistance system into practice preliminary. The third chapter is "assistance from Chengdu local government in new founding China". This chapter further analyzes how Chengdu local government assists the vulnerable groups by discussing how local government assists these types of the vulnerable groups, including the vulnerable groups with natural, physical and social feature. The fourth chapter is "folk assistance of Chengdu in new founding China". This chapter introduces ways of folk assistance under the guiding of Chengdu local government. The fifth chapter is "the achievement and hints from the assistance for the vulnerable groups in Chengdu". This chapter intends to offer valuable experience and hints to improve assistance system for the advantaged nowadays. The assistance for the vulnerable groups in city Chengdu in new founding China had got great achievement, meanwhile, some defects cannot avoid. The thesis aims at summarizing experience by case researching with discussing the assistance practices of Chengdu local government and to give suggestions to today’s assistance system construction.
