Research On The Problem Of Rural Social Assistance Inhebei Province Since The Reform And Opening

With the reform of economic system, the rural social life has undergone great change since the reform and opening. The implementation of household contract responsibility system makes the old rural social security system which set up under the original collective economy system obsolescent. Therefore, under the new economic system, we need to readjust the assistance mechanism of rural social vulnerable groups. Under the guidance of national policy, Hebei province insures the stability of the rural people’s life by constantly readjusting and improving the operation of the rural social assistance. This thesis mainly studies the living conditions of rural disadvantaged groups, the solution policy and the approach after the reform and opening, as well as the author’s a little enlightenment in order to give some references to the current rural social assistance.In this essay, in addition to the introduction and conclusion, it mainly consists of three parts.The introduction part mainly elaborates the background and significance of the topic, and it introduces the research methods used by the domestic and foreign research results and the research and some innovation.The first part mainly introduces the survival status of vulnerable groups of rural society in Hebei province since the reform and opening, and it analyzes the specific causes of the survival of vulnerable groups problems.That is, we not only analyze specific situation of the rural areas of Hebei Province, and also find the reason from the disadvantaged groups of their own.The second part mainly combines the basic condition of rural social assistance issues in Hebei province in the first part, and it introduces the law, the system and policy documents which country enacted. And also Hebei Province takes some measures and practice which combined with the specific circumstances of their own.The third part mainly makes a brief appraisal to the Hebei province rural social assistance, and absorbs past successful experience constantly in order to make up for deficiencies. The writer hopes to get some superficial enlightenment through the investigation. This thesis argues the rural social relief work in Hebei province is remarkable since the reform and opening, and it really solves the practical difficulties of some vulnerable groups, and it provides good conditions for the rural development and the social stability. The future generations can learn and draw lessons from this rich achievements.
